CM, Devi Lal started SYL, not Congress, claims Capt

Dasuya (Hoshiarpur) : Punjab Pardesh Congress Committee (PPCC) president Amarinder Singh on Monday said that it was Chief Minister Parkash Singh Badal and his then Haryana counterpart Chaudhry Devi Lal, who had started the process of constructing the Sutlej Yamuna Link (SYL) canal and not the Congress.

Amarinder said that it was recorded in the proceedings of Haryana Vidhan Sabha and anybody could see it. He said that Badal and Devi Lal had reached an agreement that Haryana would pay Rs 5 crore to Punjab for the construction of SYL. “Of this, Badal had accepted Rs 2 crore. The then Haryana government had made a statement in this regard in their state Vidhan Sabha and it was very much on record,” he said.

Talking to reporters on the sidelines of ‘Halqe vich Captain’ programme, the PPCC president said that the Akalis had no moral authority on the issue to blame the Congress. He pointed out that the Congress had saved the waters by bringing in the Termination of Agreements Act.

On his statement on mass resignations, Capt Amarinder strongly rebutted the suggestion that he had questioned the authority of Supreme Court of India by saying that the Congress legislators and the MPs would resign in the event of the SC deciding against Punjab. “The announcement of mass resignation was in deference and not in defiance of the court verdict,” he added.
