Fails to report on duty in parent state of West Bengal; put on notice.

Chandigarh : A close aide of former CM Parkash Singh Badal, posted as his special principal secretary, KJS Cheema, is in for more trouble. Having been relieved from service by the Punjab Government last month, he has failed to report on duty in his parent state, West Bengal.

The West Bengal Government has issued a show-cause notice to the officer. A copy of the notice has been sent to the Chief Secretary, Punjab, requesting him to get the original memorandum served on the officer, obtain his signature and return the same.

Cheema, who has been on an “unauthorised” stay in Punjab since 2007 (according to the memorandum), was not available for comments.

His associates insisted that after being relieved by the new political dispensation in Punjab on April 28, he had reported back to his parent state and then proceeded on leave till May 30.

However, the memorandum, a copy of which is with The Tribune, says the officer has “not reported to the West Bengal Government till date”. The memorandum also specifies that Cheema first went on a central deputation as the OSD to the Speaker, Lok Sabha, in September 2004, which was valid till March 5, 2007. However, upon being relieved, he joined the Punjab Government without any concurrence of either the Centre or the West Bengal Government.

Though West Bengal did later give its concurrence to Cheema’s interstate deputation, it was rejected by the Department of Personnel and Training, Union Government, in September 2007, and the officer was asked to report to his parent cadre within a month. He, however, failed to join duty in his parent state, despite several letters communicating his overstay in Punjab and calling it unauthoried.
