NRI Proclaimed Offenders are Invariably the true Victims - 05/12/2007

Reports that of the estimated 14,000 POs in Punjab, more than 1000 are NRIs guilty of heinous crimes such as murder, criminal intimidation, kidnapping, forgery etc. are wide off the mark.

It is the NRI that has suffered the most from the filing of false FIRs.

NRIs, whether they are in employment, in business or retired, are dependent on their overseas income to exist.

The overwhelming majority are simply not able to remain in India to defend themselves.

Many panic on the filing of a FIR against them and flee the country.

Invariably the FIR is false, often instigated by their family members in Punjab in connivance with the land mafia.

The Punjab police specifically targets NRIs to deprive them of their rightful property.

NRI property represents that largest pool of ill-gotten gains accumulated by corrupt Punjab police officers.

That is why I had requested CM Punjab earlier this year to implement a system of urgent review of all FIRs against NRIs within 72 hours of filing.

Yet the Punjab Government is ill equipped to do this because a register of NRIs does not exist.

Moreover, whilst many of these NRIs declared as POs are foreign citizens, the Punjab Government does not report the matters to the concerned foreign mission in Delhi.

On accounts of false FIRs, thousands of NRIs have been stripped of their property, effectively denied return to India, families separated, some indefinitely, and from afar they helplessly learn of their assets being usurped by their relatives and various strata of the Punjab Government.

If this Government is serious about inviting NRI investments it has to start by protecting their property rights. Until this happens this Government's posturing to NRIs will remain, like much of its other policies, mere sloganeering.
