Committee to review relining of irrigation feeder canals formed

Chandigarh : Chief Minister Captain Amarinder Singh on Thursday set up a three-member inter-departmental committee, headed by the Chief Secretary, to review the progress of relining of 200 km of the Rajasthan and Sirhind irrigation feeder canals located in Punjab.

The decision was taken by the Chief Minister at a meeting to discuss the matter, according to an official spokesperson.

Principal Secretary Irrigation and Principal Secretary Industries had been appointed members of the committee which will explore the way forward to complete, and, if need be, to re-tender, the Rs 2,000 crore project without further delay.

Captain Amarinder said this project was of immense importance to save the southern districts of state viz Muktsar, Bathinda, Mansa, Ferozepur, Fazilka, Faridkot from the menace of water logging due to excessive seepage of water from these both canals. The feeders are almost 100 km each in length, starting from Faridkot up to the Rajasthan border.

The Chief Minister asked the Principal Secretary Irrigation to get the project completed on priority as it was causing massive damage to the standing crops and immovable property on account of water-logging in the Malwa belt.

At the meeting, L&T officials, who presented a power point presentation to apprise the Chief Minister of the significant phases of the project, as well as the latest technology to be employed within the stipulated time of three years, came out with suggestions for early completion of the project. Acceding to their request, Captain Amarinder directed the Principal Secretary Irrigation to ensure un-interrupted supply of sand gravel and other material required for the relining of the canals and said a captive quarry should be earmarked to complete the project in time.

Report on false cases: Justice Gill panel seeks one-year extension

Chandigarh : The Justice Mehtab Singh Gill Commission, set up for looking into false cases registered during the past decade of the SAD-BJP government, has sought a one-year extension. The panel cited that only 178 out of total 4,196 complaints received have been examined so far.

The commission was setup on April 5 for six months and started work from June 16. However, it could take up only five per cent of the total complaints.

“We are not in a position to complete our work by October 5 and request that we be given extension of not less than one year, for the time being ie up to October 5, next year, as the number of cases is large,” read the demi-official letter, written by Justice Gill to the home secretary.

“In each and every case, evidence has to be recorded of both the parties and it is thereafter that after discussion a final decision has to be taken on complaints,” it adds.

Justice Gill said as per the laid legal procedure and various judgments, the commission is taking up cases firstly where the chargesheet has have not been presented; secondly in cases where accused have been acquitted by the court and are wanting justice for false implication; and lastly in such cases where investigation agency has found the accused innocent and the accused in wanting to be compensated for unnecessary harassment caused to him.

In its initial report submitted to Chief Minister Captain Amarinder Singh, Justice Gill had recommended compensation in 70 per cent of cases, decided till then. The commission also recommended recovery of compensation from erring police officials, who registered false cases.

Captain Amarinder Singh has already directed the home department to examine and implement the recommendations of the Justice Mehtab Singh Gill Commission.
