Chandigarh : In a bid to streamline working and the delivery of quality health services, the Punjab Government has made Civil Surgeons personally responsible on various accounts. Now the working of the Civil Surgeons will be evaluated every fortnight, on the basis of set of guidelines, which have been issued and circulated.
Health Minister, Brahm Mohindra, said that “sterilization and sanitation” centric set of guidelines have been issued for the Civil Surgeons whereby they have been made accountable for the upkeep of cleanliness in and around the hospitals. Similarly, proper record keeping of patient files is to be made certain, with daily abstracts signed by SMOs and IPD Report is to be made mandatory. He said that now Civil Surgeons would ensure that no unwanted and unnecessary referrals of the patients from one hospital to another hospitals are made and record of each referral must be kept intact for future audit.
Mohindra said that SMOs are to conduct daily rounds and Civil Surgeons are to visit facilities once in a fortnight. As per the Guidelines, Concerned Civil Surgeon would also ensure that there must not any unnecessary admissions in Medico Legal Cases and Culture Swabs of OTs and Labour Rooms should be made certain, as was being done earlier.
Guidelines made Civil Surgeons duty bound to ensure that Dialysis facilities are being provided free of cost and two shifts on dialysis machines to be ensured. Proper implementation and monitoring of PC-PNDT Act and De-addiction Centres shall also be the Civil Surgeons’ personal responsibility.
Health Minister further said that Civil Surgeons will be responsible for the proper analysis and reporting of data pertaining to national programmes. “The performance of each Civil Surgeons shall be reviewed on a fortnightly basis via Video Conference and also during the Civil Surgeons Conference”, said Mohindra.
