Congress today sought immediate removal of the Director General of Police PS Gill and the Principal Secretary to the Chief Minister DS Guru for their obvious intent and activities aimed at contesting elections. Besides, the party also sought simultaneous elections in Punjab in one phase and withholding of the SGPC elections till the assembly elections.

A delegation of the party led by the Congress Legislative Party leader Ms Rajinder Kaur Bhattal today met the Chief Election Commissioner of India, Mr SY Qureshi suggesting various measures to be taken for free and fair elections to the assembly in Punjab. The delegation included besides Ms Bhattal, Mr Laal Singh, Mr Surinder Singla, Col CD Kambhoj, Capt Sandeep Sandhu and Mr Karanpal Singh Sekhon.

The delegation told the CEC that Punjab DGP, PS Gill should immediately be divested of his charge as he is the prospective candidate from Moga assembly constituency on SAD (Badal) ticket and he was acting more as an Akali Jathedar than a police officer. It said, he was freely seen campaigning in Moga instead of discharging his duties of maintaining law and order in the state which is deteriorating day by day. He is misusing his official position to achieve his political ambitions, it said, while adding, he has gone to the extent of even being felicitated by a proclaimed offender Sukhdev Singh as widely reported in the media along with photo graphs.

The delegation also sought removal of Darbara Singh Guru, the Principal Secretary to Chief Minister as he was also a prospective candidate from Bhadhur (SC) assembly segment on SAD(Badal) ticket for coming assembly elections.

Underlining the need for holding simultaneous elections in one phase, the Congress said, Punjab is a small state having 117 assembly constituencies only. “The single phase election in state will be an effective step for ensuring free and fair election and it will prevent entry of outsiders in the other constituencies particularly the Bikram Singh Majithia Brigade which is being prepared to interfere into the free and fair election and overawe and intimidate the voters”.

The party also called for withholding the SGPC election results lest these influence the voting in the assembly elections. “The announcement of the results of SGPC elections should be withheld till the completion of polling of the assembly election, otherwise the results of the SGPC elections are bound to influence the assembly election”, it said.

The delegation brought to the notice of the CEC, the unviable projects and freebies being announced by the ruling Akali-BJP alliance in order to befool the voters. It said, “the alliance is on a spree of making number of announcements of new projects which are totally unviable and freebies are being announced to influence the electors. It is necessary to stop them from making such announcements of new project and freebies for ensuring free and fair elections”.

The party empahsised the need for identifying the sensitive polling booths in the state and urged the commission to ensure that only central security forces are posted to man these booths. “All the sensitive polling booths are required to be identified in advance so that adequate security be ensured well in advance in these boots”, it said.

The Congress delegation drew the attention of the commission towards the misuse of media by the ruling alliance like getting paid news published and manipulating and monopolizing the electronic media. It urged the EC that immediate steps may be taken for preventing paid news in the electronic and print media and nodal agencies be appointed for checking the said menace during and before the elections. “News channels such as PTC and Fast Way cable be checked for the misuse by the Akali-BJP alliance which are promoting Akali–BJP political interest 24 X 7 by violating all the norms, rules and regulations”, it said.

Urging the Election Commission that utmost care be taken to ensure that no biased and prejudicial officers are appointed as Returning and Assistant Returning Officers, the Congress drew its attention towards the appointment of favourites by Akali-BJP alliance at prime positions. “It is necessary to mention here that ruling Akali-BJP alliance has made the postings of police officers at various levels down to SHOs as per the territorial areas of assembly segments”, it disclosed, while adding, “the said police officers are made to follow the diktats of Halqa Incharges of the Ruling Akali Dal-BJP party”.
