ECI clearance to pending works

The Election Commission of India has given a number of approvals in cases which were held back earlier because of the model code of conduct during the state assembly elections.

A spokesperson of the state election department said on Monday that the Election Commission of India (ECI) has given its nod to Punjab Agriculture University, Ludhiana to issue an advertisement for filling vacant posts in various categories, including administrative, scientific and teaching, non-teaching, research and teaching activities, in projects funded by national and international agencies.

The ECI has also given its approval for the recruitment and counselling process by the Subordinate Service Selection Board. It has also allowed extension to labourers, construction workers and street vendors under the local bodies and labour departments, who were recruited under the Rashtriya Swasthya Bima Yojana (RSBY).

The filling of 529 vacant posts of different categories in the department of agriculture, which were taken out of the purview of the PPSC and the Subordinate Service Selection Board, through a written test conducted by Punjab Agriculture University, has also been approved. Appointments of 25 ex-servicemen to various posts and one superviser in the Punjab State Ex-Servicemen Corporation on contract basis has also been approved.

The ECI has given its concurrence to appoint the chairman of board of governors of Giani Zail Singh College of Engineering and Technology, Bathinda. It has given approval to conduct interviews for recruitment of firemen on contract basis in office of the SAS Nagar municipal corporation.

In yet another decision, the ECI has allowed certain amendments in the Punjab Water Supply and Sewerage Board Act (Punjab Act 28 of 1976). But expansion of the board has not been allowed. The ECI has given its nod to issue appointment letters to three veterinary doctors, which could not be given earlier because of the election code.

Hoshiarpur MP Avinash Rai Khanna has also been allowed by the ECI to distribute cheques for development works in different villages of his constituency out of his discretionary funds. Arvind Khanna, a Congress candidate from Dhuri and chairman of Umeed Foundation, an NGO, has been allowed by the ECI to have his photographs on the vans hired by the foundation.

`MAKE ARRANGEMENTS FOR COUNTING' Deputy commissioners-cumdistrict election officers have been asked to earmark halls for counting of votes and deploy counting personnel, as per the ECI counting instructions which are available on the website. The ECI has appointed 117 observers to oversee the counting of votes, said a spokesperson of the state election department.
