Punjab asked to explain how CPSs appointed

Chandigarh: Punjab and Haryana High Court on Tuesday asked Punjab to appraise the court that wherein the state list empowers it to make appointment of Chief Parliamentary Secretaries (CPSs).
The court further directed the state counsel to provide details stating number of times the suggestions made by the CPSs were accepted or rejected by the concerned ministers
The case came up for hearing before a Division Bench comprising acting Chief Justice Jasbir Singh and Justice Rakesh Kumar Jain.
However, the state of Haryana informed the bench that it had filed an affidavit mentioning number of times CPSs made suggestions.
The court adjourned the hearing of the case for September 4.
Earlier, in compliance with the order from the high court, the states of Punjab and Haryana had filed their replies pertaining to the salaries, perks and facilities being provided to the Chief Parliament Secretaries (CPSs) and Members of Legislative Assembly (MLAs).
About salary, the Punjab government had submitted that Cabinet Minister/ state minister were paid Rs 30,000, MLA as Rs 15,000 and CPS Rs 20,000.
Cabinet minister and CPS do get sumptuary allowance of Rs 5,000 while MLA gets Rs 3,000. Cabinet minister, CPS and MLA were paid Rs 15,000 each as postal facility stipend. An amount of Rs 5,000 was being granted to state ministers, CPS and MLA as office in constituency allowance. Rs 10,000 each was paid to state minister,
MLA and CPS as telephone allowance.
In case of Haryana CPS do get Rs 40,000 monthly salary whereas MLA got Rs 20,000. The state government paid Rs 12,000 per month to CPS and Rs 5,000 to MLA as sumptuary allowance.
Lastly, as conveyance allowance CPS in Haryana either get a state car or Rs 10,000 and MLA get Rs 15 per kilometre.
HC adjourns Jagir bail plea case
Chandigarh: Punjab and Haryana High Court on Tuesday adjourned the hearing of the petition where former Punjab Cabinet Minister Jagir Kaur, who was held guilty by Patiala CBI special court for criminal conspiracy, illegal confinement and involvement in the forcible abortion of her daughter Harpreet Kaur’s 27-week male foetus, filed an application seeking suspension of her sentence and regular bail.
The court fixed the next date of hearing of the case as September 21.
Moreover, dissatisfied with the Special CBI court Patiala’s judgement for not convicting Jagir Kaur under the murder charges, complainant Kamaljit Singh had also filed the petition seeking her conviction.
The court had clubbed the two petitions.
CBI special court had convicted her under Section 120-B read with 313, 344 and 365 of the Indian Penal Code (IPC) and sentenced to undergo rigorous imprisonment for five years.
In her petition, she alleged that trial court had erred gravely in placing reliance upon the prosecution case and in returning a finding of guilt on the basis of shaky evidences riddled with gaping
holes.
She also highlighted that the high court had already suspended the sentence of Paramjit Singh Raipur and Dalwinder Kaur Dhesi, both of them were convicted along with her in the same case.
At present Jabir Kaur is confined in district jail, Kapurthala.
