Moga Assembly by-poll schedule announced

Chandigarh : Punjab Chief Electoral Officer (CEO) Kusumjit Sidhu on Tuesday issued detailed schedule for the Moga Assembly by-poll, slated for February 23.

According to the schedule, the filing of nominations would start from Wednesday with the issuance of notification and February 6 would be the last date for nominations. Scrutiny of nominations would be done on February 7 while nominations could be withdrawn till February 9. The polling would be held on February 23 from 8 am to 5 pm and the counting of votes would be done on February 28. The entire by-election process would be completed before March 3.

The nomination papers would be filed with the Additional Deputy Commissioner (General) of Moga, who is the Returning Officer for the by-election, between 11 am and 3 pm on any day other than a public holiday.

In order to qualify for Assembly seat, a candidate should be registered as an elector in any Assembly constituency in Punjab. To satisfy the Returning Officer on this point, the candidates should produce a certified copy of the relevant entry of the electoral roll in force.

An official spokesman clarified that since February 2 being a Saturday is not a holiday under the Negotiable Instruments Act, 1881, nomination papers can be presented to the Returning Officer on that day also. However, February 3 being a Sunday is a holiday under the Negotiable Instruments Act, 1881. Similarly, February 9 being a Saturday is not a holiday and candidatures can be withdrawn on that day also.

Spokesman further said that Form 26 has been amended and is placed on the official website of the ECI and CEO as well. Candidates must declare their assets and liabilities, educational qualifications and other information as required under the law as per the new form.
