CHANDIGARH: The Leader of the Congress Legislative Party Sunil Jakhar has said that the CAG report presented in the Punjab Vidhan Sabha today exposes financial mismanagement and bungling in the Center-sponsored schemes by the SAD BJP alliance govt in the state.
Reacting over the findings of the report he said the Vidhan Sabha Speaker might adopt all means under the dictates of the Chief Minister to suppress the voice of the Opposition but can't save the govt from heading towards the financial emergency.
Quoting the CAG report the CLP Leader Jakhar said that the state (Punjab) govt had violated financial rules and regulations by drawing Rs 3064.21 crore from the treasury during the last two days of financial year 2011-12 under the pretext of development works and other jobs.
The CAG report virtually censures the alliance govt in Punjab for diverting Rs 50.96 crore earmarked for post Matric scholarships to dalit communities students for other purposes. The Central Govt had released Rs 172.33 crore for Dairy Development, safeguarding rights of dalits, Swaran Jayanti Yojna, child development, National Service Scheme, Indira Gandhi maternity scheme, Mid day meal, integrated oil seed development were not spent by the state govt on respective schemes.
Jakhar said that the alliance govt had not developed any mechanism to monitor the flagship schemes launched by the Central govt for welfare of economically poor people. The CAG report suspected that funds received under the MNREGA might have been misutilised by the officials on purchasing laptops for personal use or repair of their official houses.
Regretfully, the CLP Leader added, only 569.31 crore out of 868.82 crore released by the Central govt under the NREGA schemes during the past five years were spent. The alliance govt failed in making its share in such schemes. Lapses have been pointed in the Pradhan Mantri Grameen Sadak Yojna also that was aimed to link the rural road network. There was no provision but bills have been passed for earth work. The CAG report smells rat in utilization of funds as utilization certificates were not submitted by the state govt, he said.
