CONSTITUTION: The state government, by notification, constitutes a Zila Parishad for each district, under the Panchayat Samiti Zila Parishads Act, 1961. Having jurisdiction over entire district, excluding areas under civic bodies, Zila Parishad is known by the name of its district.

COMPOSITION: Every Zila Parishad shall consist of the members directly elected from territorial constituencies in the district, each constituency electing one member. It comprises all chairmen of Panchayat Samitis, MLAs and MPs of the district.

All members of a Zila Parishad shall have the right to vote in the meetings of the Zila Parishad except to the election of its chairman and vice-chairman.

The number of directly elected members of Zila Parishads shall depend on the persons directly elected from the territorial constituencies in the area of the Zila Parishad as may be notified from time to time by the state government at the rate of one member for every 50,000 population.

Provided that in a Zila Parishad having a population of not exceeding 5 lakh, there shall be a minimum of 10 directly elected members and in a Zila Parishad having a population of more than 12 lakh, the number of such members shall not exceed 25.

RESERVATION: The seats of Zila Parishads shall be reserved for the Scheduled Castes and the Backward Classes.

DURATION: Every Zila Parishad shall continue for five years from the date appointed for the first meeting.

PANCHAYAT SAMITIS : CONSTITUTION: The state government, by notification, constitutes a Panchayat Samiti for every block in a district. The Panchayat Samiti has jurisdiction over the entire block area, excluding such portion of the block area, as is included in a municipality. It exercises its powers and function over the property and institutions under its ownership control or management.

Constituted under the Punjab Panchayat Samitis and Zila Parishads Act, 1961, every Panchayat Samiti is known by the name of the block for which it is constituted.

COMPOSITION: Every Panchayat Samiti shall consist of 6 to 10 directly elected members from territorial constituencies in the notified area. It also consists representatives of the sarpanches directly elected by them from amongst the sarpanches of the gram panchayats in the Panchayat Samiti area; MLAs, who are registered as electors within the Panchayat Samiti area. Members of the Panchayat Samiti whether or not chosen by direct election from territorial constituencies in the Panchayat Samiti shall have the right to vote in the meetings of the Panchayat Samiti except for election and removal of its chairman or vice-chairman.

It has one member for every 15,000 population. Provided that in a Panchayat Samiti having a population of not exceeding 90,000, there shall be a minimum of 6 directly elected members and in a Panchayat Samiti having a population of more than 1.5 lakh, the number of such members shall not exceed 10.

RESERVATION: Seats shall be reserved for the Scheduled Castes and the Backward Classes in every Panchayat Samiti.

DURATION: Every Panchayat Samiti shall continue for a term of five years from the date appointed for its first meeting.
