Chandigarh : Punjab Congress spokesperson Sukhpal Singh Khaira has written to the Election Commission (EC), seeking legal action against Bholath legislator Bibi Jagir Kaur and others for laying foundation stones of community centres in Kapurthala district using MPLAD funds of Hoshiarpur MP Santosh Chowdhary.

Besides Bibi Jagir Kaur, the communication has named Kapurthala Zila Parishad chairman Bhupinder Singh, an Executive Engineer (XEN) in the Panchayati Raj Department, and the sarpanches of Fatehpur and Bajaj villages in Nadala block of Kapurthala district.

“Union Minister of State for Health and Family Welfare, Chowdhary had announced Rs 10 lakh from her MPLAD fund to build community centres in Fatehpur and Bajaj villages in the memory of 27 Dalits killed in a road accident near Hoshiarpur on October 9, 2013,” Khaira said.

The minister had allocated the amount to the Kapurthala Deputy Commissioner through a letter dated October 12, 2013, the Congress leader said, adding that Bibi Jagir Kaur forced the XEN to organise foundation stone laying ceremonies in both villages on March 2.

Chowdhary had written to the minister concerned on March 3, complaining of encroachment of her rights and duties as an elected Member of Parliament.

Meanwhile, Punjab Chief Electoral Officer (CEO) VK Singh said the complaint had been forwarded to the Kapurthala Deputy Commissioner, seeking his comments before taking any action, in case required.
