CHANDIGARH: The opposition Congress on Tuesday held a noisy protest demonstration prior to staging a walkout from the state assembly on their call attention notice on reservation in contractual appointments.

Congress legislator Charanjit Singh Channi moved a call attention motion drawing the attention of the House towards the recruitment on contractual basis without giving reservation to Scheduled Castes (SCs) and Backward Classes (BCs) in various government departments.

When minister for welfare of SCs and BCs Gulzar Singh Ranike stood up to reply, the Congress members flocked together and began raising slogans against the SAD-BJP government for “discriminating against” the Dalit community.

As Speaker Charanjit Singh Atwal called for the next item on the agenda, the opposition benches got irked and went into the well of the House and staged a noisy demonstration before marching out of the assembly.

However, the opposition members returned to the House in 15 minutes.

MITTAL SLAMS CONG BEHAVIOUR

In their absence, parliamentary affairs minister Madan Mohan Mittal described the opposition members’ act as “condemnable”, claiming the Congress MLAs had used “derogatory words” against the governor and the chief minister during the session. “Congress members are not following the rules of the Assembly,” he said, adding that the Congress members’ walkout during the governor’s address amounted to contempt of the House and was against the parliamentary system. Urging the chair to “control” the opposition members, he said, “Every day, they raise the Majithia issue.” Majithia also stood up and lashed out at the Congress for playing “divisive politics” by raising queries on issues on the basis of caste and religion.

“If some members represent certain caste or religion, it doesn’t mean that the others sitting in the House are against them. Such a practice should be discouraged in the House,” Majithia said.

GOVERNOR CREATED HISTORY: KALIA

Speaking on the motion of thanks to the governor for his address in the budget session of the 14th Punjab Vidhan Sabha, senior BJP leader Manoranjan Kalia said governor Kaptan Singh Solanki had created history by addressing the Punjab assembly in Hindi.

Since Independence, all governors in Punjab have addressed the assembly House only in English.
