JOSHI ISSUES GUIDELINES TO REVITALISE URBAN LOCAL BODIES DEPT

CHANDIGARH: Punjab local government minister Anil Joshi has suggested a blueprint for revitalisation of all local bodies and asked the department to come out with a master plan to implement it in the next six months.
In a communique sent to local government secretary Ashok Gupta, the minister said all works needed to be ensured as per standard operating procedures (SOP). Storm sewer construction should always start from downstream upwards and no piecemeal construction of sewer or patch work should be permitted. Proper use of super sucker machines, wherever available, should be ensured for desilting of large and main sewers.
He said e-tendering had already been made mandatory for any works above Rs 2 lakh, which needed to be ensured at all levels. Stringent conditions needed to be included in the contract so as to avoid change of specifications and change of scope of allotted work.
He said display boards for ongoing works at the site were also to be ensured by all urban local bodies. The minister said energy-efficient street-lighting should be used.
The minister said all shallow tubewells less than 400 feet deep should be abandoned and in future, no shallow tubewell should be constructed.
