Chandigarh : Congress legislators led by Leader of Opposition Charanjit Singh Channi will march towards the Vidhan Sabha carrying black flags to participate in the Budget session tomorrow.

Besides, they will wear black badges as a mark of protest against the ruling party for not safeguarding interests of the people of Punjab over the issue of sharing of riverwaters. 

The Congress has sought adjournment motion on the SYL issue. Channi said he has already moved the case before the Speaker. “We will not allow Chief Minister Parkash Singh Badal to speak as he is responsible for the breach of trust of the people of Punjab. He should resign and seek a fresh mandate on the SYL issue,” he said. 

While the Congress MLAs are all set for a face-off with the ruling party legislators on the floor of the house on March 10, Youth Congress workers will gherao the Vidhan Sabha the same day. 

To put a joint front, a crucial meeting of the Congress Legislative Party (CLP) to chalk out the party’s strategy for the Budget session will be held on March 9. PPCC chief Capt Amarinder Singh, Congress general secretary in charge of Punjab Shakeel Ahmad, AICC secretary Harish Choudhry, Ambika Soni and other senior leaders will be present. 

“Badal should come clean on this issue. Punjab doesn’t have surplus water. It was the Amarinder-led Congress government that had stopped the construction of the SYL canal,” said Channi. 

Channi had earlier said the BJP had announced to implement the Swaminathan Commission report before the Lok Sabha elections in 2014, but it did not happen. The farmers were feeling cheated, he said. 

"The issue will be raised in the Assembly to corner the SAD-BJP combine," he said. "The farm sector is in deep crisis. A large number of farmers and landless labourers have committed suicide in recent months. The government has done nothing. We will pressure the CM to stage a dharna in Delhi to get loans of farmers waived," Channi said. The Congress would also raise the issue of slashing the number of pensioners.
