CHANDIGARH: In his congratulatory speech on Rana Kanwarpal Singh being elected as the speaker, finance minister Manpreet Singh Badal on Monday underlined that the bureaucracy was accountable to the legislature.

The finance minister cautioned the legislators against the waning culture of debating issues in the Vidhan Sabha. “I have gone through the debates in the House since 1937; in 70 years, there has been a steep fall. There was a system when new members were given lessons in the business in the House, which have stopped now,” he said.

He said there was a need for newcomer MLAs to know procedures and conventions in the House. “The number of committees (of the Vidhan Sabha to facilitate the state government) has also gone down, as compared to the past. The public accounts committee (PAC) has a huge backlog,” said Manpreet. he said treasury and opposition benches have to work in tandem for the good of the state, he said.

“My congratulating you is not a formality but a responsibility. You are known for your honesty and upright nature,” Manpreet said in his congratulatory speech to the speaker.
