Punjab Pradesh Congress Committee president Capt Amarinder Singh today said Chief Minister Parkash Singh Badal and Deputy CM Sukhbir Badal, who is heading the Home Department, have completely subverted and undermined the institution of the Lokpal by transferring the Inspector-General of Police, Sham Lal Gakhar, who as the IG Lokpal was heading two inquiries against them.
