Chandigarh : Staying the operation of the January 17 order setting aside the appointment of retired IAS officer Suresh Kumar as Chief Principal Secretary to Punjab Chief Minister Capt Amarinder Singh, a Division Bench of the Punjab and Haryana High Court today expressed prima facie opinion that the Single Bench could not have decided the matter as it was in the nature of public interest.
