Patiala : Former Chief Minister and senior Congress leader Rajinder Kaur Bhattal has termed the levying of Fuel Cost Adjustment (FCA) surcharge at the rate of five paise per kilowatt-hour (KWh) by the Punjab State Power Corporation Limited (PSPCL) each for metered category (domestic, industrial segments) and unmetered category (farming sector) as unethical and unjustified.
